독일에서의 사회적 고립과 외로움 : 노인 대상 사회서비스들의 진단과 함의
오늘날 사회적 고립과 외로움의 문제는 독일 등의 발달된 산업국가에서는 물론이고, 한국사회에서도 확산되고 있다. 대부분의 산업사회에서는 2000년대 이후 1인 가구가 증가하고, 인구구조가 고령화됨으로써 가족과 지역사회 속에서 타인과 결속된 생활이 어려워지고 있기 때문이다. 게다가 코로나 펜데믹은 이러한 경향을 더욱 강화시키는 요인이 되었다. 이 글은 독일노인들의 사회적 고립과 외로움에 대해 살펴보고, 관련서비스 들을 개인 및 관계의 차원, 지역사회 차원, 그리고 사회적 차원으로 구분하여 살펴보았다. 연구결과, 독일에서는 주로 노인들의 개인 및 관계의 차원과 지역사회 차원에 집중적으 로 대인서비스들을 제공하고 있었으며, 인적자원망을 통해 직접적인 사회적 접촉을 촉진하기 위한 일상지원서비스들을 다양하게 운영하고 있었다. 이에 비해 한국에서는 아직 인적 사회관계망의 형성에 대한 지원이 미흡하고, 사회서비스의 제공 시에 정보통신 기술과 빅데이터에 대한 의존도가 높아 사후접근적인 한계가 있었다. 따라서 독일의 관련서비스들은 한국사회가 향후의 개선방향을 모색하는 데에 시사점을 많이 제공하고 있다고 여겨진다.
Social Isolation and Loneliness in Germany : Diagnosis and implications of social services for the
Recently, the problem of social isolation and loneliness is spreading not only in developed industrial countries such as Germany, but also in Korean society. In most industrial societies, the number of single-person households has increased since the 2000s, and as the population structure has aged, it has become difficult to live in solidarity with others in the family and community. Moreover, the corona-virus pandemic has become a factor that has further strengthened this trend. This article examined the social isolation and loneliness of the elderly in Germany, and analyzed related services divided into individual and relationship level, community level, and social level. In Germany, social services for the elderly were mainly provided focusing on the personal and relationship level, and a variety of daily support services were operated to promote direct social contact. In this context, German social services have insufficient support for the formation of human social networks and have many implications for related services in Korea, which are highly dependent on information and communication technology and big data.
